From such perspectives as the historical development of Qingdao, the predominance of Huangdao, the request of Qingdao s 10th five-year-plan and the realistic demands of improving the city competitiveness, this paper analyses the inevitability and necessity of moving west the strategic stress of the regional development of Qingdao City.

In this paper,a two-dimensional mathematical model of tidal current and sediment with irregular triangular grids is used to make numerical simulations of tidal current field and sediment field in the Huangdao power plant water intake sea area,and the sediment siltation strength in the power plant water intake area is computed.
